(1) No one shall be allowed to use water resources without obtaining a permit in accordance with this Act.
(2) Notwithstanding anything written in sub-section (1), a permit shall not be taken to use water resources as follows:-
(a) to use individually or collectively for drinking water and other domestic purposes,
(b) to irrigate their land individually or collectively,
(c) to operate a water mill or water mill as a cottage industry,
(d) to personally use the boat for local transportation,
(e) Land owners to use the water resources that are limited within their land as specified.
(3) Individuals or organizations using water resources should use them beneficially without causing harm to others.
